Permanently Adding Security Lists (Doc ID 2362296.1)

Goal

We have a custom security list which we would like to have permanently attached to a JCS provisioned VM. (This custom security list gets removed on restart). How can this be done? We do not want to script REST API calls to do this on startup since this requires password maintenance. There are a number of security lists showing for the JCS instances that are created by JCS provisioning, so appears there is a way to permanently attach these but not seeing an end user way to do this for this instance since we do not have access to the instance orchestration.
