Symptoms
On Oracle Fusion, 11.12.1.0.0 version, On Collections. THe strategy is not getting switched automatically even though the parameter Allow strategy to change is passed as Yes in the Strategy Management program
EXPECTED BEHAVIOR

Expecting to change the assigned Strategy
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. 4 strategies are setup in the system
2. Strategy assignment should happen.
3. If the earlier strategy is open and the score of the customer changes, the strategy is not getting switched automatically even though the parameter Allow strategy to change is passed as Yes in the Strategy Management program.
4. Creating one more transaction for this customer in the with amount in 3rd bucket.
5. Score changes.
6. Strategy Management run.
7. But strategy assignment doesn't change.
