Working Hours and FTE Values are Not Correct After Worker.dat is Loaded via HDL

Symptoms
An employee is loaded into Fusion using a Worker.dat file which specifies
- Normal Hours: 30 Weekly
- Head:1
- FTE:0.75
The contents of the Worker.dat file are as follows:
The employee is hired into a position which has:
Standard Working Hours:40
Working Hours:20
For example:
After the data load, when checking "Manage Employment" the employees hours are incorrectly shown as '20'. Despite "30" hours being specified in the .dat file. For example:
When checking at the position level, the employees FTE is shown incorrectly as 0.5 (but it should be 0.75 as specified in the .dat file) (WorkingHours/Standard Working Hours =30/40=0.75. For example:
Additionally:
Position Syncronization is not set at the 'Manage Legal Entity HCM' level
Position Syncronization is set at the "Enterprise Level" however, "FTE and Working Hours" is not enabled here. For example:

- Manage Enterprise HCM Information
