ACTUAL BEHAVIOR
---------------
When employee has reached a certain Grade Step in any Grade, even though the process is run for automatic grade progression, the employee should not move to the next grade. As of now the system keeps on moving the employee to the next grade in Grade Ladder.
Need to make a specific Step/ladder in a Grade to be a ceiling step which employee can't proceed to the next grade or step.
