Unable To Dispatch Some Activities To A Crew Shift Or Use Device After Login With Message "Shift is already started by another device (11503/12207)"

Information in this document applies to any platform.
Logged into device and started a shift. Then let device sit for 30 minutes with no activity. When back, select "Home", and an error is issued saying the shift is already started by another device.
This does not seem to happen on Chrome but occurs on iOS and Windows 10, maybe also Android.
In related cases, some Activities never dispatch to some Crews, but fine when dispatched to others.
