Inquire On Detail Balances Excel Export Has An Apostrophe Added To Each Cell (Doc ID 2365021.1)

On : 11.12.1.0.0 version, Financial Reporting and Analysis

ACTUAL BEHAVIOR
---------------
When exporting to excel from Inquire Detail Balance and Manage Journals, some cells are showing and apostrophe ( ') added at the beginning of the cell value, making the exports very confusing and stopping users from massage the data for additional calculations. These exports were working before not long ago. Some values are shown as '-50.85, some others as '="Oct-17"

EXPECTED BEHAVIOR

The export should not show any additional characters, just the values for each column on the export

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator
2. Period Close
3. Task
4. Inquire on Detail Balances
5. Enter member values and Search.
6. Export to Excel.


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users are confused with the exported files and is not able to massage the data, since calculations will not work.
