Cannot add Payroll Relationship.

A number of custom HR Specialist roles are based on the same job role, and it is just the data role that differs as different HR teams require access to different employee populations.
Some HR Specialists have not been able to add a Payroll Relationship since R12 upgrade, either during the Hire process or trying to update via Manage Payroll Relationship.

They did not have this issue prior to Release 12 upgrade.

This field is essential, as output for payroll reports is determined by payroll relationship, and if this field is blank the payroll data will be incorrect. Please advise how this can be resolved.


ORA-00936: missing expression payroll relationship

Users with HR Specialist roles which are based on the same job, being able to assign the Payroll Relationship

The issue can be reproduced at will with the following steps:
1. Navigate to New Hire UI and Hire an employee.
2. Enter required details.
3. On the Employment page, select the field Payroll and in the List of Values (LOV) click Search.
