Error: 'Invalid Username. Please contact your System Administrator for further assistance' After an Administrator has Reset the Password

Information in this document applies to any platform.
In release 15.2 or higher environments, after an administrator uses OIM to reset the users password, when the user attempts to login they receive the following error:
Invalid Username, Please contact your System Administrator for further assistance.
The issue can be reproduced at will using the following steps:
- An administrator changes the password in OIM.
- Attempt to login, a prompt displays to change the password.
- Reported error message displays.
