Customer would need the Coverage and Coverage Level functionality as below. How to setup?

Customer need Coverage to be enabled to be defined at different levels
Currently we are only be abled to add a Coverage for the Asset.
Customer need the Coverage to be capable to be defined at different levels as below
1. Product
2. Customer
3. Customer site
