Out of Stock Items can be Added to the Cart in the Agent Console

On : version, Agent

Customer is able to add an Out Of Stock product to an order in Agent Console.

Customer should not be able to add an Out Of Stock product to an order via Agent Console.

The issue can be reproduced at will with the following steps:
1. Log into CC Admin.
2. Go to Menu > Catalog > Inventory.
3. Find an item that is out of stock.
4. Go to the Store Front and add that item to cart. This will not be possible.
5. Go to Agent Console.
6. Create a new order.
7. Add that item to the cart. No error occurs.

The issue has the following business impact:
Due to this issue, users can potentially add out of stock items to the shopping cart.
