Journal Fund Check error as transaction account does not roll up to a budget account (Doc ID 2366290.1)

Symptoms

When attempting to fund check the journal, the following error occurs.

ERROR

Transaction account does not roll up to a budget account

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Control Budget having tree with 'Transaction Value Not in Tree' field as 'Fail'

2. Create the Journal by using the account value. which is not present in Budgetary Control Tree,

3. Do Funds Check,
