Configuration Package Does Not Upload

Fusion appears to "freeze" sometimes when attempting to load Organizations and their classifications via Manage Configuration Packages.
Issue is reproduced inconsistently but only for IE11; it works in Chrome,
Mozilla and IE 9.
Seen in different environments.
A warning message "oraclecloud.com is not responding" is sometimes displayed.
STEPS TO REPRODUCE
1. Export a configuration package
2. Manage Configuration Packages
3. Select the configuration package
4. If using IE, there is no response, system hangs and user cannot proceed
