Not Able To Place Order From Agent Console using Cybersource

Oracle Commerce Cloud 17.4.1
After setting up order placement with Cybersource only, attempts to place an order using the agent console fails with an error.
STEPS TO REPRODUCE ISSUE
Login to the agent console
Add a product to cart
Enter credit card details with test credit card number as 4111 1111 1111 1111
click on place order
You get an error "Unable to authorize payment after repeated attempts"
The customer recently set up/configured cybersource
