Passport: Prehire Assessment Service Does Not Return Results For New Requests Made For Same Candidate

Symptoms
Scenarios:
- The candidate can complete the new assessment but no results are received from PreHire (interviewed.com , a passport service provider). The request's Status field stays as 'In progress', and the Provider Status field remains 'Pending'. (These fields are shown on the Screening Services section of the new request on the Requisition.)
- The new request eventually times out with the error CS block has expired after 2 hours because the PreHire system didn't allow the candidate to take the new assessment.
Changes
The 'Concept of Position' is activated via the setting 'Enable Position' in the zone, thus allowing the auto-filling of requisitions based on position information. This means that multiple requisitions are populated with the same Job Code (TCC: Position,JobTemplate,JobCode).
