Symptoms

For batch "loadmeas" tasks with the "validate" flag enabled, the validation assumes that it should look for files in the incoming SFTP area.  However, if an "unpack" batch task has previously placed the required files into <domain>/input, then the "validate" fails. 

For example, in the Oracle Retail Assorted Planning Enterprise Edition Cloud Service (AP EECS) application, after uploading the zipped data files and running Oracle Admin Tools (OAT) batch_exec to unzip the files, running the OAT measure job to load the measures for load_actual_list results in a failure in the batch.
