Auto Assignment For Accounts Based On Territory Is Not Working

Symptoms

On : 11.13.17.11.0 version, Territory Management, Quotas

ACTUAL BEHAVIOR
---------------
Created account does not have a territory assigned.

EXPECTED BEHAVIOR
-----------------------
The territory should be assigned automatically after account creation.

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Go to Accounts
2. Create an account
3. Save and Continue
4. Select Territory under team and you will see that the territory was not assigned.
