Passport: Candidate's Result Sharing Is Not Working As Expected. (Doc ID 2369103.1)

Symptoms

Some Recruiting Passport services (external service with Passport partners, e.g., background check, regulatory, etc...) support  Result Sharing.   With Result Sharing, results for a candidate are shared among all of the candidate's submissions where the requisition is set with the same  1) Service  and  2) has the same Qualifying Parameter.   A Qualifying Parameter is usually something like a Package ID, Assessment ID or something similar.  Not all Passport services support Result Sharing.  For those that do, some have it hard coded and it can't be changed, while others have it available as a setting in the service's settings (Recruiting Administration > (Integration) Screening Services).

Earlier, a candidate had the service requested and had results returned from the service's provider back into their submission/requisition in Recruiting.   Later, it is noticed that the candidate's earlier results are not being shared or are visible in newer submissions or some requisitions.  The service is one which has the Share The Request Among Multiple Submissions in the service's settings.
