Proxy time not updated accordingly in Set Preferences

Symptoms

We have set the time zone as ET in the regional section of the preferences settings, but when we got to the proxies settings and make any changes and save it, then the start date and end date are in EST (application time) but the last saved time on right hand corner is showing in GMT ( server time).
This is confusing the users as time is getting displayed in two different time zones.
