Symptoms

ACTUAL BEHAVIOR
---------------
A user shows in the Cloud Administration Utility, but does not show in P6 despite showing as provisioned in the Cloud Administration application.

EXPECTED BEHAVIOR
-----------------------
For the user to be visible in P6.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into the Cloud Administration Application
2. Observe that the user is visible with access to P6 specified in the application access column
3. Log into P6 Web, and access the user administration tab
4. Observe that the user is not present.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot access P6.
