B2B: Unable to Submit an Order for a Specific Business Account (Doc ID 2369912.1)

Symptoms

At a B2B site unable to place an order for a specific account.

Steps to Reproduce:

1) Go to Storefront 
2) Login  --> This user's default account allows to place orders with PO Payment
3) Select another account.
4) Add a product to cart
5) Go to Checkout and in the shipping address select an account address
6) In the Payment Section select Payment Type as "Open Account"
7) Provide a po#
8) Click Place Order  --> The below error occurs.
