Bidder Credential Email Is Not Received by Bidder

A new Bidder does not receive a Credentials email.
Starting in Primavera Unifier Version 16.2, when a NEW Bidder (i.e. a Bidder that has never been sent a Bid Invitation) is invited to bid on a project in Unifier, they should receive two emails: the Bid Invitation from Unifier with the Bidders Username and a link to access Unifier to view the Bid information, and one from the Cloud Administration Application that provides the User's Credentials.
