On : IDCS 17.2.3 (Cloud @ Customer version)

ACTUAL BEHAVIOR
---------------
Customer cannot add a group to the 3 existing Applications, which are there other services running on their cloud @ customer box.


EXPECTED BEHAVIOR
-----------------------
This is a core functionality that should work. Customers should be able to add groups to applications.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to IDCS
2. Navigate to the Groups Tab
3. Select a group, and pick the access tab.
4. No applications are available to select.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot be assigned SSO login to the Compute, DB, Java instances
