Payroll Element Audit Status Does Not Display Updates But Inserts (Doc ID 2370483.1)

Goal

The  report does not display the UPDATE Status on PAY ELEMENTS. We see INSERT and DELETE, However UPDATES are not displayed as updates, they are displayed as INSERT within the table
The scenario is, a user will go and add / update / delete values for contribution.
  
From the Navigator
1. About Me > Personal Information > i (Information Icon) > Manage Personal Contributions
2. Click on the pencil icon to update the existing contribution value
