WebLogic Admin Server Fails to Start with OutOfMemoryError in JCS

In Java Cloud Service, the WebLogic admin server failed to start due to an OutOfMemoryError in the PermGen space. This error can be seen in server logs:
This failure occurs when the JCS startJCSServer.sh script is run manually, or when the Node Manager startup.properties file for the admin server has been edited or removed.
