ACTUAL BEHAVIOR

Partners Sales Representative, when creating Contacts with a duplicate email, the possible duplicate does not pop up.

EXPECTED BEHAVIOR
-----------------------
For Partners Sales Representative, when creating Contacts with duplicate emails, the possible duplicate window should pop up.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Contacts
2. Click on create contact
3. Enter name and email (an email address that already exists for another record)
4. Possible duplicate is not appearing

BUSINESS IMPACT
-----------------------
Due to this issue, users cannot see actual data
