Fusion Profile Management: Cannot see content types in skills and qualifications

Talent profiles were in Release 12 and worked fine. These same profiles do not appear when we navigate to Talent Profiles. Do a search on an employee, select Personal and Employment under Actions, select Manage Talent Profile. Edit and click Add Content and nothing appears, not even the seeded talent profiles.
