Unable to Load Document Designer or Email Designer

Information in this document applies to any platform.
When attempting to open Document or Email Designer, the Templates for either designer do not load. No errors are observed on the page, but no documents can be accessed.
Opening either Designer page in a separate browser may work as expected.
No changes have been made to the environment.
