Widget/Layout Export/ Import Doesn't Work In Test And Staging Instance

On : 17.5 version, Store Administration

When attempting to Import or Export Widgets/Layouts
the following error occurs.

Content item 'm30040' does not exist.
Return code: 91012

The issue can be reproduced at will with the following steps:
1. Access the admin environment.
2. From the Menu, choose "Design"
3. Choose the "Code" tab.
4. Scroll down to "Developer Tools" and choose it.
5. Click "Export"
6. Error occurs

The issue has the following business impact:
Due to this issue, users cannot export the widgets from one instance, and import it into another.
