When Assigning Roles To New Users In NES Prod UI, No Roles Appear (Doc ID 2371811.1)

ACTUAL BEHAVIOR
---------------
When assigning roles to users in NES Prod UI, no Roles Appear in Dropdown

When assigning roles to new/existing users in NES Prod UI, no Roles Appear, therefore none can be selected.

This is happening only in Prod UI , Stage is fine.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to DataRaker UI
2. Go to Administer - Security - users
3. Select a User , Edit , Add Roles -Dropdown is empty does not show any Roles.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot be created nor use the System.
