After Importing Layout from another Environment, no Changes to Layouts or Widgets are Seen (Doc ID 2372221.1)

Symptoms

Storefront.zip is being exported from one enviroment, test-1234, and being imported to another, stage-1234 for example.

During the import process, no errors are thrown (see note below), OCC does not cancel the import process or show any signs of failure.
However, once the import is complete, only the old Layouts and widgets from before the import are seen.
None of the new Layouts or widgets are visible in occs-admin, is it as if they were never imported.

Return code: 91013 is not an import error.
