Global Calendar Update Missing After Opening Another Project (Doc ID 2372281.1)

Global calendar reverts after closing a project and opening a new one.

Global calendar should keep consistent no matter which projects are open.

The issue can be reproduced at will with the following steps:
1. Open project A.
2. Navigate to Enterprise -> Calendars -> Global, pick up a calendar and change Jan-24, 2018 to working day, and Jan-22, 2018 to non-working day, save the changes.
3. Close project A and open project B.
4. Check the calendar changed in step 2.

The issue has the following business impact:
Due to this issue, users cannot keep global calendar consistent.
