DBCS (aka DBaaS) How to Unlock or Reset the APEX Internal ADMIN Password (Doc ID 2372389.1)

Information in this document applies to any platform.

Symptoms

You are not able to connect to the APEX Internal Workspace as ADMIN in a Database as a Service - DBCS  (aka DBaaS) instance after applying a Cloud related patch.

The issue can be reproduced at will with the following steps:
1. Enter the URL:

    For 12c Multitenant: https://<PUBLIC_IP>/ords/<PDBNAME>/f?p=4550:1

    For  old 11.2 database the URL will be: https://<PUBLIC_IP>/ords/f?p=4550:1

2. For Workspace enter: INTERNAL
3. For User enter: ADMIN
4. Enter the password that was working prior to the application of the Cloud patch.  
   The login request fails.

Changes

 Applied a DBCS (aka DBaaS) patch to the instance.
