Starting GGCS Process Fails With Core / Segmentation Fault

Symptoms
In ggsci, starting replicat created via GGSCI against an 11.2 database fails with errors like the following:
GGSCI>start extract <name>
GGSCI> info all
Program Status Group Lag at Chkpt Time Since Chkpt
MANAGER RUNNING
JAGENT STOPPED
REPLICAT ABENDED RHCMDR1 00:00:00 00:01:53
And a core file is generated. If you attempt to start from shell:
[oracle@ggcservice-hcmsit-ggcs-1 gghome]$ replicat paramfile dirprm/rhcmdr1.prm reportfile dirrpt/rhcmdr1_shell.rpt
Segmentation fault (core dumped)

Observed discrepancy in the report file header and the db version:
Oracle GoldenGate Delivery for Oracle
Version 12.2.0.1.170221 OGGCORE_12.2.0.1.0OGGBP_PLATFORMS_170123.1033_FBO
Linux, x64, 64bit (optimized), Oracle 12c on Jan 23 2017 23:41:58 <--- installed for Oracle Database 12c version
but later in the report file, the db version is 11.2:
