Unable To Open WLS Admin Console After Changing SSL Setup To Custom Identity And Custom Trust (Doc ID 2372409.1)

After changing WLS Admin Server SSL configuration to Custom Identity and Custom Trust,  and performing a JCS restart, WLS Admin Server will be up and running but not listening on SSL port, hence WLS Admin Console will not be accessible. An error similar to below is observed:
