Problem With AVS In CyberSource

We are having a problem with AVS in CyberSource when the customer lives in flats.
If a customer puts his flat in Address line 1 the order isn't placed because the AVS check fails, but placing the order in Agent with the flat in Address line 1 it doesn't fail.

We don't want to remove the AVS to avoid fraud. Do you have any recommendations?
