Fusion Applications - Global Payroll : An Employee is Being Picked Up By Both Old and New Payrolls Simultaneously (Doc ID 2372985.1)

Symptoms

ACTUAL BEHAVIOR
--------------------------
 - An employee is currently being picked up by two different Payrolls because the employee was globally transferred from one company to another, but the old payroll relationship was not end dated/closed correctly.

 - The old payroll is still assigned to the person with an End Date of 01/15/2018.

 - Payrolls have already been processed for this person under this Payroll Relationship so the customer is unable to remove it from the employee.

EXPECTED BEHAVIOR
----------------------------
 - The expectation is for the employee to only be processed through a single payroll.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Pending full steps from customer
1. Login as a user with access to Payroll
2. Go to Navigator > Checklist
3. Submit a Process or Report (Right Side Task Pane)
4. Enter Legislative Data Group > Search for Calculate Payroll
5. Enter Parameters > Submit
6. Note that the employee is being picked up by two different payrolls
