Symptoms

Fusion Cloud - Uploading Customers using Spreadsheet Errors

We are trying to upload customers through Spreadsheet functionality and using Template for R10 though we are working in R12. The reason for this is due to bug in R11/12 which the Upload Customers From Spreadsheet does not support the Non-English characters. Refer Note -->Upload Customers From Spreadsheet For Non-English Characters (Doc ID 2084423.1)
Now As a workaround we are using R10 Template and have enabled Business Key Validation Enabled profile option to Y as we don't want any duplicate addresses.
Now in Template we are using Address line 1 as 1 XYZ and 1 XYZ, .But system is still throwing below error. We believe as these are two different addresses, system should not throw any error.

ERROR
-----------------------
The specified Address either already exists in the upload batch or is associated to a different site in the registry.
You cannot upload duplicate Addresses if Business Key Validation is enabled.
Either change the Address for this record or set the Business Key Validation Enabled profile option to N in the Manage Administrator Profile Values setup to allow duplicate Addresses to be uploaded.
