Territory Assignment For Account Is Not Working Properly (Doc ID 2373471.1)

Capturing account details and have configured Territory based on Geography and Industry. But when try creating an account record by passing Industry, the territory is not getting assigned properly, unless enter the Address details.

Please note that, the address is not mandatory for Account creation and by default Country will be set for every address record.

Why Territory assignment for Account is not working properly?
