Territory Assignment For Account Is Not Working Properly

We are capturing account details and have configured Territory based on Geography and Industry. But when we try creating an account record by passing Industry, the territory is not getting assigned properly, unless we enter the Address details.

Please note that, the address is not mandatory for Account creation and by default Country will be set for every address record.
