On : Release 12 version, Global Payroll

When attempting to hire an employee after a certain date the following error occurs.

The issue can be reproduced at will with the following steps:

1.) The user completes all the New Hire employees steps.
2.) Once the above steps are done and the Notification is sent to HR Manager.
3.) HR Manager approves the notification in the system.
4.) HR Officer receives 2 notifications
5.) A notification:Failed with Errors is received and the Employee is not hired in the system.
