Account Addresses Not Created via File-Based Import

Symptoms

On : 11.13.17.11.0 version, Accounts, Contacts, Households

When attempting to import process for Business Object ‘Account’ it always end up as “Completed with errors”. It creates all the Accounts, but their provided addresses are never added.
This even happens when using the Quick Import Macro for Account (R13) and mapping "R13 Account Import Macro Mapping".
Geographies are configured, and many tests have been done with different countries, always getting the same outcome.
