Symptoms
ACTUAL BEHAVIOR
---------------
Absence Plan Setup has No Negative Balance Limit. Even though Employee has Zero Balance Left, He is still able to apply Absence Leaves
EXPECTED BEHAVIOR
-----------------------
Application setup configuration defined should stop Employee to apply the Absence Leave because the Balance is Zero with No Negative Balance Allowed

The issue can be reproduced at will with the following steps:
1. Login as Employee
2. Time
3. Scheduled Absences
