Warning On Default Language, Users Unable to Connect In English

Symptoms

When users  try to make changes the the language in  preferences,   the following warning occurs:

  Warning : Your default application language is not available. Select another language from the list of available languages.

When attempting to switch languages between English and another in Fusion Applications

 
The issue can be reproduced at will with the following steps:

1. With a user  connect in French and in English successfully.
2. Whatever the language selection is on the  login page, the connection is done in another language.
3. Users can not change to another language (example French) in preferences .
4. Other Symptoms:
a. Warning on default language, user can not connect in English.
b. Users try to select another language in preferences, select a different language.
c. Thereafter, even if English is selected on the login page, the connection is done in French and English is not displayed in preferences languages list of values.
