Bidders Not Receiving the Bidder Credentials Email

In an Oracle Cloud Hosted Stage, Test or Development environment, when inviting Bidders via an RFB (Request For Bid) type Business Process (BP), the bidders are only receiving the Unifier Invitation email, not the second email that contains the bidder credentials.
