Some Project Templates Are Not Available To Associate With An Award Template

Symptoms
In Edit Award Template page, when trying to associate a Project template to an Award Template, the Project Template list of values (LoV) does not show all existing project templates.
The missing project template is enabled for sponsored project and defined for the same LE, BU and Organization as the Award Template.
At the same time, one can see all project templates when a project is created/associated on Manage Award Projects page, by clicking on 'Create and Associate Project' button.
Steps to reproduce:
1. From Setup and Maintenance, search for task Manage Award Templates
2. Search for an existing award > click Edit icon.
3. In Project Template field click the drop-down button and Search.
