Fusion Learning Management: Managers Need The Ability To Assign Catalog Learning To Their Entire Organization/directs

How can we accomplish the below:

1. Anywhere managers have the ability to assign learning, they should have the ability to search and select their entire organization OR search and select all of their direct reports (similar to how a Learning Specialist is able to from the Admin area).
2. Mangers should be able to do these assignment tasks from the "My Team" tab in learning. Currently, from the My Team tab, managers can only view progress/status on already existing learning assignments. They should also be able to assign learning to their direct and indirect reports from this page.
