Symptoms

On : 11.12.1.0.0 version, Territory Management, Quotas

When attempting to create classification code
the following error occurs.

ERROR
-----------------------
Attribute lookupcode in HZLookupTranslationEO is required
Attribute Meaning in HZLookupTranslationEO is required

This lookup code already exists(HZ-120324)
This classification code with this meaning already exists (HZ-120684)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manage Classification Categories
2. Create new class code

The issue has the following business impact:
Due to this issue, users cannot create new class code
