Absence Request on process error status

For an employee there is an absence request with an error for the Processing ->

Job errored with message: JBO-ANC:::ANC_ABS_NO_PLN_ENRL: <MESSAGE><NUMBER>ANC-3405033</NUMBER><TEXT>You cannot record this absence because the employee is not enrolled in or eligible for any absence

Absences should be evaluated

The issue can be reproduced at will with the following steps:
1) Absence Request is for 4/May/2017 08:00-17:00 following Work Schedule assigned.
2) His current Assignment started on 1/Apr/17 - no change done since that date.
3) All Absence plan enrollment started on 1/4/17
4) Eligibility profile for Absence Plan and Absence type is ok
5) Re-run absence evaluation for that specific Absence before and after having

Due to this issue, users absences are not processed
