How to Debug Create Accounting Error: "There are events which could not be processed because no data could be found in transaction objects." (Doc ID 2375333.1)

Symptoms

On : 11.13.17.09.0 version, Cost Management

When running create accounting program, the following error is listed on the Create Accounting Execution report

ERROR
-----------------------
There are events which could not be processed because no data could be found in transaction objects.
Cause: Some events could not be processed because no data exists in the transaction objects.
Action: Enable the profile option SLA Enable Diagnostics, create accounting again, and submit the process Accounting Event Diagnostic to identify the problem.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. run create accounting

2. Check the create accounting execution report that is spawned which lists the errors reported for Create Accounting program
