"PARTICIPANT DETAILS IMPORT AND UPDATE" NOT PICKING LATEST VERSION (Doc ID 2375522.1)

Symptoms

On : R12 version, Participants

ACTUAL BEHAVIOR
---------------
User schedule the process "Participant details import and update" to run daily.
This is picking up the zip data file from the UCM server.
User upload a VERSION to that same datafile to the UCM / Content server but the process is still picking up the original data file.

EXPECTED BEHAVIOR
-----------------------
The process should be using the latest version of the datafile that has been uploaded to the server.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload data file to Navigator > File Import and Export
2. Schedule job
3. The first run picks up this file
4. Upload a version of the file to the UCM server
5. The next run still picks up the same original file.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot schedule this job.
