Symptoms

On :  11.13.17.11.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR  
---------------
Approval process has been created to add an approval process when new Accounts are created
When adding an other user to Request More Information in the BPM workflow the notification is not received by the added user.

EXPECTED BEHAVIOR
-----------------------
When a user is added to request more information, a notification should be sent to the the selected user

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configure Object Workflow
Object: Account
Condition: if custom checkbox field is updated, and the checkbox value is yes
Business Process Flow: Project Name = ExtnBusinessProcessComposite, approvers = Created By, heldEntityStatus = ApprovalStatus_c, email address = null, title1 = PartyUniqueName
2. Create new account
3. Check the custom checkbox, save
4. Bell notification and email received by user that created it
5. Approver adds a user to Request More Information
6. Notification is not received by user added to the approval

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot notify users added to the Approval flow
